Adds a library's services so plugins can declare them as constructor parameters for dependency injection.

Remarks

The framework loads an implementation from an assembly beside its own, not from the plugin directory, and constructs it through its one public constructor, which has no parameters. AddServices(IServiceRegistrar) is called once for each plugin, an IPlugin class or a class marked [PapyrusScript].
